2027: INEC to Begin Online Voter Pre-Registration August 18
In preparation for the 2027 general elections, the Independent National Electoral Commission (INEC) has announced that it will commence online voter pre-registration starting August 18, 2025. This move marks a major step forward in Nigeria’s ongoing efforts to improve electoral transparency, accessibility, and efficiency through technology.
The initiative is part of INEC’s broader strategy to enhance voter participation and streamline the voter registration process ahead of the next national polls.
Why Online Pre-Registration?
INEC’s decision to introduce online voter pre-registration stems from lessons learned during the 2023 elections. The commission faced criticism over long queues, overcrowded centers, and delays in PVC collection. The online platform aims to:
- Reduce congestion at registration centers.
- Make registration more accessible, especially for youths.
- Allow more time for data verification and updates.
- Improve data quality through real-time processing.
INEC Chairman, Professor Mahmood Yakubu, stated, “The new system will make the process more convenient and transparent, giving every eligible Nigerian the opportunity to register without the usual delays.”
Who Can Pre-Register?
The online pre-registration is open to all eligible Nigerians who:
- Have not previously registered to vote.
- Are 18 years or older as of the 2027 elections.
- Have a valid ID (NIN, passport, driver’s license, etc.).
- Have access to the internet and a smartphone or computer.
Note: Double registration is a punishable offense under Nigerian law.
How to Pre-Register Online
The online portal will be live from August 18, 2025 at https://cvr.inecnigeria.org. Here’s how to register:
- Visit the official INEC CVR Portal.
- Create an account with your name, email, and phone number.
- Login and complete the registration form.
- Upload your passport photo and valid ID.
- Book an appointment at your local INEC office for biometric capture.
- Receive a confirmation slip via email/SMS.
Important: Physical biometric capture is mandatory to complete your registration and receive a PVC.
Timeline and Duration
The pre-registration will run for several months. INEC will also organize offline registration and ensure that every local government has functioning centers. Adequate notice will be provided before the close of the registration period.
INEC is also working with traditional rulers, religious leaders, youth groups, and CSOs to encourage registration, especially in underserved communities.
Challenges and INEC’s Preparations
Despite the benefits, there are challenges:
- Digital divide in rural areas.
- Data privacy and trust concerns.
- Cybersecurity threats.
- Logistical issues at physical registration centers.
INEC says it is prepared. It has upgraded its ICT systems, trained staff, and implemented stronger security protocols. Festus Okoye, National Commissioner for Information and Voter Education, assured the public that “this platform is secured with end-to-end encryption, and our servers are hosted locally.”

Civil society organizations have welcomed the initiative. Groups like YIAGA Africa have urged young Nigerians to register early and actively participate in the democratic process.
Political parties expressed cautious optimism. They support the plan but have called on INEC to ensure PVCs are distributed efficiently and that no region is left out.
What Happens After Registration?
After completing the registration and biometric capture, voters will receive their Permanent Voter Cards (PVCs). INEC will announce collection dates and locations later.
The Commission also plans to use its ABIS and AFIS systems to clean up the voter register and remove duplicate or invalid entries.
